Medical records are to be set up centrally only for the patient digitally in a German state cloud, to which only the patient has access and which can only be accessed with the doctor’s consent without the right to further data processing. This means every doctor learns about all other previous treatments, sees x-rays and CTs and can decide whether a new image needs to be made at all. The central patient file in the patient’s hand – transparently accessible for every patient – must become mandatory.
With that in mind, doctors’ billed services must also be stored in the medical file for at least 10 years for the respective diagnoses. This is the only way to ensure that the treating physician also reflects the billed and performed services in the medical file. The review can be conducted by the patient’s health insurance company at the patient’s request. Services not included in the medical record but which have been billed for can be reclaimed by patients. This ensures that doctors record their treatments and diagnoses completely and correctly for the patient.
